Sir,
Foreign Office, December 2, 1911. I AM directed by Secretary Sir E. Grey to state, for the information of Mr. Secretary Harcourt, that he has received from the chairman of the representative board of the Anti-Opium Societies of Great Britain and Ireland a letter, which is under- stood to have been addressed also to Mr. Harcourt, deprecating the appointment of Sir C. Clementi-Smith as British delegate to the International Opium Conference.
Sir E. Grey proposes to reply to Mr. Maxwell that Sir C. Clementi-Smith's attitude at the Shanghai International Commission had the full approval of His Majesty's Government, and that they consider him to he eminently qualified to represent this country at the conference now sitting.
I am to enquire whether Mr. Harcourt concurs in the terms of this reply. A similar letter has been sent to the India Office.
